I've been wondering if it's by necessity or not. Like - obviously if they're telling the truth about the consequences here, it would take an immense amount of power to bring anyone back to life, let alone four people. Maybe that's really all they can manage, and that's why they pushed it into teams. But... I don't know. It seems almost asking for things to get more political by doing it that way.
